Handle returned by register_all_udfs.

Owns the live remote metrics registry (when the remote feature is enabled) so per-service/function metrics survive past registration and can be exported to the observability stack. With the remote feature disabled it is an empty marker and UdfRegistration::metrics_prometheus returns an empty string.
